Hujjat investitsiya loyihalarini amalga oshirishning shaffofligi ustidan nazoratni kuchaytirish hamda ularni ishlab chiqish va joriy etishning barcha bosqichlarida korrupsiyaviy xavf-xatarlarga qarshi turishga qaratilgan.<\/strong><\/em><\/p>\n<p data-path-to-node=\"30\"><b data-path-to-node=\"30\" data-index-in-node=\"0\">Yangi tizimning asosiy qoidalari<\/b><\/p>\n<p data-path-to-node=\"30\">Yangi Nizom xorijiy investitsiya loyihalarini korrupsiyaga qarshi ekspertizadan o\u2018tkazishning kompleks tizimini joriy etadi, u quyidagi asosiy yo\u2018nalishlarni qamrab oladi:<\/p>\n<p data-path-to-node=\"31\"><b data-path-to-node=\"31\" data-index-in-node=\"0\">Loyihalarning majburiy ekspertizasi<\/b><\/p>\n<p data-path-to-node=\"31\">O\u2018zbekistonda amalga oshirilishi rejalashtirilgan barcha xorijiy investitsiya loyihalari majburiy tartibda korrupsiyaga qarshi ekspertizadan o\u2018tkazilishi lozim. Hujjatda belgilanishicha, investitsiya ekvivalenti 50 mln AQSH dollaridan kam bo\u2018lmagan, shu jumladan davlat investitsiyalari, xorijiy kreditlar va xalqaro moliya institutlarining kreditlari hisobiga iqtisodiy, ijtimoiy modernizatsiya yoki infratuzilmani rivojlantirish sohalarida amalga oshiriladigan loyihalar xorijiy investitsiya loyihalari deb hisoblanadi.<\/p>\n<p data-path-to-node=\"32\"><b data-path-to-node=\"32\" data-index-in-node=\"0\">Mas\u2019ul organlar<\/b><\/p>\n<p data-path-to-node=\"32\">Investitsiya loyihalarini ekspertizadan o\u2018tkazuvchi korrupsiyaga qarshi kurashish bo\u2018yicha ixtisoslashgan agentliklar tizimi yaratilmoqda. Ekspertizani o\u2018tkazishga quyidagilar jalb etiladi:<\/p>\n<ul data-path-to-node=\"33\">\n<li>\n<p data-path-to-node=\"33,0,0\">Davlat organlari va tashkilotlari<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"33,1,0\">Davlat-xususiy sheriklik (DXSH) subyektlari<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"33,2,0\">Tarmoq vazirliklari<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"33,3,0\">Investorlar hamda sanoat va savdo vakillari<\/p>\n<\/li>\n<\/ul>\n<p data-path-to-node=\"34\"><b data-path-to-node=\"34\" data-index-in-node=\"0\">Ekspertiza bosqichlari<\/b><\/p>\n<p data-path-to-node=\"34\">Investitsiya loyihalari ekspertizasi uchta asosiy bosqichda o\u2018tkaziladi:<\/p>\n<ol start=\"1\" data-path-to-node=\"35\">\n<li>\n<p data-path-to-node=\"35,0,0\"><b data-path-to-node=\"35,0,0\" data-index-in-node=\"0\">Birlamchi bosqich<\/b> \u2013 texnik-iqtisodiy asoslash (TIA), xarid shartnomalari va boshqa asosiy loyiha hujjatlari, shu jumladan DXSH doirasidagi sheriklik shartlari bo\u2018yicha ekspertiza.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"35,1,0\"><b data-path-to-node=\"35,1,0\" data-index-in-node=\"0\">Oraliq bosqich<\/b> \u2013 tender shartlarini shakllantirish bosqichida xaridlar jarayoni, pudratchilar, investorlar va hamijrochilar faoliyatini baholash.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"35,2,0\"><b data-path-to-node=\"35,2,0\" data-index-in-node=\"0\">Yakuniy bosqich<\/b> \u2013 loyihani amalga oshirish shartlarini ekspertizadan o\u2018tkazish, bunda shartnomaviy normalardan og\u2018ish hollari, korrupsiyaviy harakatlarning oldini olish va aniqlash tartib-taomillari monitoring qilinadi.<\/p>\n<\/li>\n<\/ol>\n<p data-path-to-node=\"36\"><b data-path-to-node=\"36\" data-index-in-node=\"0\">Ekspertlik baholash toifalari<\/b><\/p>\n<p data-path-to-node=\"36\">Nizomda loyihalarni ekspertlik baholashning uchta toifasi ko\u2018zda tutilgan:<\/p>\n<ul data-path-to-node=\"37\">\n<li>\n<p data-path-to-node=\"37,0,0\"><b data-path-to-node=\"37,0,0\" data-index-in-node=\"0\">Birlamchi ekspertlik baholash (erta bosqichlardagi keys-tahlil)<\/b> \u2013 konsepsiya, TIA, loyiha hujjatlari ekspertizasi va xarid tartib-taomillari yoki DXSH shartlarini rejalashtirish bosqichida o\u2018tkaziladi.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"37,1,0\"><b data-path-to-node=\"37,1,0\" data-index-in-node=\"0\">Oraliq ekspertlik baholash<\/b> \u2013 loyihaning kontrakt muhitini baholash, xaridlar jarayonida korrupsiyaviy xavf-xatarlarni monitoring qilish va aniqlash.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"37,2,0\"><b data-path-to-node=\"37,2,0\" data-index-in-node=\"0\">Yakuniy ekspertlik baholash<\/b> \u2013 loyihani amalga oshirishda korrupsiyaga qarshi kurashish mexanizmlari monitoringi va shartnoma majburiyatlari bajarilishini baholash.<\/p>\n<\/li>\n<\/ul>\n<p data-path-to-node=\"38\"><b data-path-to-node=\"38\" data-index-in-node=\"0\">Ekspertizani o\u2018tkazish tartibi<\/b><\/p>\n<p data-path-to-node=\"38\">Hujjat korrupsiyaga qarshi ekspertiza o\u2018tkazish tartibini batafsil tartibga soladi:<\/p>\n<ul data-path-to-node=\"39\">\n<li>\n<p data-path-to-node=\"39,0,0\"><b data-path-to-node=\"39,0,0\" data-index-in-node=\"0\">Korrupsiya xavf-xatarlarini tahlil qilish<\/b> \u2013 ichki baholash uslubiyotlari asosida loyihaning xavflilik darajasini aniqlash.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"39,1,0\"><b data-path-to-node=\"39,1,0\" data-index-in-node=\"0\">Raqobat muhitini baholash<\/b> \u2013 tender jarayonlarida ayrim ishtirokchilarning monopol mavqeini yoki afzalliklar berilishini istisno etuvchi raqobat shartlarini tahlil qilish.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"39,2,0\"><b data-path-to-node=\"39,2,0\" data-index-in-node=\"0\">Ishtirokchilarning ishonchliligini tekshirish<\/b> \u2013 investorlar, pudratchilar va hamkorlarning obro\u2018si, moliyaviy barqarorligi hamda faoliyatining shaffofligini baholash.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"39,3,0\"><b data-path-to-node=\"39,3,0\" data-index-in-node=\"0\">Hujjatlar tahlili<\/b> \u2013 shartnoma hujjatlari va litsenziya kelishuvlarida suiiste\u2019molchilikka yo\u2018l ochuvchi noaniq iboralarni aniqlash uchun tekshirish.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"39,4,0\"><b data-path-to-node=\"39,4,0\" data-index-in-node=\"0\">Amalga oshirish mexanizmlarini baholash<\/b> \u2013 mablag\u2018larning sarflanishi shaffofligini ta\u2019minlash uchun nazorat, audit va hisobdorlik tartib-taomillarini o\u2018rganish.<\/p>\n<\/li>\n<\/ul>\n<p data-path-to-node=\"40\"><b data-path-to-node=\"40\" data-index-in-node=\"0\">Raqamli vositalar va tizimlarning integratsiyalashuvi<\/b><\/p>\n<p data-path-to-node=\"40\">Qarorda 2026-yil 1-martga qadar investitsiya loyihalarini kuzatuv tizimlari va xalqaro nazorat organlari bilan integratsiya qiluvchi yagona raqamli platforma (&laquo;Yagona milliy portal&raquo;) yaratish ko\u2018zda tutilgan.<\/p>\n<p data-path-to-node=\"41\"><b data-path-to-node=\"41\" data-index-in-node=\"0\">Sanksiyalar va javobgarlik<\/b><\/p>\n<p data-path-to-node=\"41\">Nizomda korrupsiyaga qarshi standartlarni buzganlik uchun qat\u2019iy javobgarlik tizimi belgilangan:<\/p>\n<ul data-path-to-node=\"42\">\n<li>\n<p data-path-to-node=\"42,0,0\">Korrupsiyaviy holatlar aniqlanganda loyihani amalga oshirish ruxsatnomalarini bekor qilish.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"42,1,0\">Insofsiz ishtirokchilarni data-path-to-node=\"42,3,0\">Xorijiy ishtirokchilar uchun IECT (Iqtisodiy halollik va transparentlik tashabbusi) standartlari bo\u2018yicha sanksiyalar qo\u2018llash.<\/p>\n<\/li>\n<\/ul>\n<p
