The Crypto-Asset Circulation Sector in Uzbekistan

According to data from the National Agency for Perspective Projects, 21 crypto-service providers are currently operating in Uzbekistan, with over 661,000 citizens registered on crypto-platforms.

Currently, there are 21 service providers operating within the crypto-asset circulation sector in Uzbekistan. These include:

  • 12 crypto-shops;

  • 6 crypto-depositories;

  • 3 crypto-exchanges.

In total, the crypto-industry has generated 207 jobs.

Since the inception of these services, providers have registered 663,691 clients, of which 661,850 are residents of the Republic of Uzbekistan and 1,841 are non-residents.

Between 2022 and 2025, companies operating in the crypto-asset circulation sector paid over 107 billion UZS to the state budget. Of this amount, 79 billion UZS accounted for state license duties, while 28 billion UZS consisted of monthly fees.

Two issuers—Humo Digital (asset-backed tokens) and Lockton Hub—have issued more than 21 million tokens: 16.97 million of these are backed tokens, and an additional 4.1 million are utility tokens.

In July 2025, the Humo payment system announced the launch of a pilot project for the issuance of a token backed by the government bonds of Uzbekistan. This new token is being issued by the subsidiary entity, Humo Digital.

Last year, the National Agency for Perspective Projects (NAPP) issued three licenses for the opening of crypto-shops to the following entities: Asterium, City Pay Gate, and Crypto Magnat.

Requirements for Crypto-Market Participants

In December 2024, the government approved the revised state duty rates for issuing licenses to crypto-asset market participants. The following fees apply for each type of license:

  • Mining Pool: 3,000 BRV (1.125 billion UZS);

  • Crypto-Shop: 3,700 BRV (1.3875 billion UZS);

  • Crypto-Depository: 7,000 BRV (2.625 billion UZS);

  • Crypto-Exchange: 73,400 BRV (27.525 billion UZS).

The National Agency for Perspective Projects stated that the amounts and payment procedures for state duties were determined based on global experience, as well as recommendations from international companies and crypto-asset experts. It is also expected that these duty amounts will serve as a “barrier” against fraudulent actors.
