A New Edition of the “Uzbekistan – 2030” Strategy Has Been Prepared

In his Address on December 26 of this year, the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, set the task of reviewing the “Uzbekistan – 2030” Strategy.

This programmatic document, adopted in 2023, has become the foundation for achieving significant results across all spheres and sectors. The poverty rate has decreased from 11% to 6.8%, unemployment from 6.8% to 4.9%, the volume of Gross Domestic Product (GDP) has increased from $103 billion to $145 billion, export volume from $25 billion to $33.4 billion, foreign investment from $17 billion to $43 billion, the number of foreign tourists from 6.6 million to 8.6 million people, preschool education coverage has grown from 72% to 78%, and higher education coverage has reached 42%. The number of countries that have established diplomatic relations with Uzbekistan has increased from 144 to 164.

At the same time, over the past two years, more than 650 decrees and resolutions of the President of the Republic of Uzbekistan have been adopted. The Head of our State has set new tasks in all directions at more than 500 meetings, assemblies, and presentations of various levels.

For example, two years ago, a goal was set to bring the volume of Gross Domestic Product to $160 billion by 2030. It is now expected that this goal will be achieved as early as 2026.

The Address noted that within the next five years, there is an opportunity to increase the volume of our economy to $240 billion. That is, higher benchmarks are being set in all spheres.

Furthermore, while the population was 36.7 million people in 2023, this figure is forecast to increase to 41 million people by 2030. In this regard, it is important to indicate every new goal taking this growth into account.

In addition, trends and dynamics in the global economy and international relations are changing. The development of digital technologies and artificial intelligence, as well as the growing needs of the population, also place the necessity of implementing new steps and concrete plans on the agenda.

Taking into account these changes and the results achieved, an improved draft of the “Uzbekistan – 2030” Strategy has been developed. In this connection, with the participation of more than 350 representatives of responsible ministries and agencies, as well as think tanks, all 444 performance indicators of the Strategy have been reviewed in accordance with modern requirements.

In particular, the following aspects in the draft of the new “Uzbekistan – 2030” Strategy deserve special attention:

  • First, all indicators have been adapted and supplemented in accordance with the new milestones established by the Head of our State. Special attention has been paid to goals that create decent living conditions for our compatriots and will be reflected in the life of every person and family;

  • Second, it has been strictly defined that all indicators must be measurable, that is, they must have a numerical form (percentage, share, level, volume, ratio, score, index). Indicators in the form of general tasks, assignments, and “slogans” that cannot be calculated or evaluated have been excluded (currently, there are 130 such items);

  • Third, the fulfillment of all performance indicators is defined by year up to 2030. That is, it is now possible to see every positive change on an annual basis;

  • Fourth, the Strategy covers every ministry and agency. In particular, according to the draft, performance indicators have been defined for over 60 state bodies;

  • Fifth, the financial sources ensuring the achievement of each performance indicator are clearly indicated;

  • Sixth, it will now be strictly determined that concepts and strategies for the development of spheres, sectors, and regions will be developed in accordance with the “Uzbekistan – 2030” Strategy. In particular, more than 50 such documents are planned to be adopted next year: 4 concepts, 38 strategies for the development of industries and spheres, as well as 14 strategies for the development of each region.

In general, achieving the Strategy’s performance indicators is a priority task for organizations of all levels and officials.

In accordance with the instruction of the President of the Republic of Uzbekistan, this document, dedicated to the development of our country over the next five years, will be finalized based on broad public discussion and the opinions and wishes of the population.

In this regard, today the draft Strategy will be posted on the special website uzbekistan2030.uz and the platform regulation.gov.uz. We invite all compatriots to take an active part in the discussion and share their opinions and proposals.
