Strengthening the Protection of Entrepreneurs’ Rights and Enhancing Regulatory Transparency

Uzbekistan is launching a set of measures aimed at reducing administrative pressure on businesses, modernizing tax and customs administration, and digitalizing freight services.

The President has signed the Decree “On Additional Measures to Expand Cashless Settlements and Reduce the Share of the Shadow Economy.” The new document aims to boost economic activity, strengthen the competitive environment, and encourage businesses to move out of the shadows and transition to fully formal operations.

Reducing Unjustified Inspections

Starting July 1, 2026, all inspections by 17 supervisory authorities will be conducted exclusively using personal video recorders (body cameras). This decision creates an additional layer of transparency and trust between businesses and government agencies, ensuring the objectivity of processes and the protection of entrepreneurs’ rights.

Simplification of Certification and Customs Procedures

From January 1, 2026, a certificate of conformity and an environmental certificate for goods of the same type within a single foreign trade transaction will be issued once for a period of up to one year. This measure reduces duplicative administrative actions and lowers business costs while maintaining traditional requirements for product quality and safety.

Modern Tax and Customs Administration

Beginning January 1, 2026, inspections regarding imported food products will only be conducted in cases where goods have not been sold within extended periods – 9 months for most categories and 3 months for meat and fresh fruits and vegetables, or if the value of the remaining stock exceeds 206 million soums. This system focuses on predictability and rational inventory management, ensuring a balance between control and normal business operations.

Tax Base for Large Transactions

The value of transactions involving real estate and construction materials will be determined based on their market price. This approach enhances the transparency of major deals and aligns with international tax administration practices.

Regulation of Foreign Online Companies

If a foreign company fails to register for tax purposes within 30 days of receiving a notification, its activities within the territory of Uzbekistan will be restricted. This measure ensures a level playing field for domestic and foreign market participants and supports the sustainable development of the digital economy.

Digitalization of Freight Services

By April 1, 2026, an electronic platform will be launched, integrating key freight transportation processes – recording conditions for transportation and the operation of specialized equipment, online ordering, contract execution and payments, self-determination of service type and cost, and evaluation of service quality. As a result, a unified digital space is being created where market participants can interact effectively, preserving the industry’s traditional reliability and paving the way for further development.
