DECREE OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN
‘On Increasing the Amounts of Wages, Pensions, Scholarships, and Allowances’

To expand the scope of measures aimed at improving the living standards of the population, continuing the policy of consistent income growth for citizens, and strengthening their social protection, I hereby decree:
I. Increase in Wages, Pensions, Scholarships, and Allowances
1. Effective from July 1, 2025, increase the amounts of pensions, allowances, child benefits, and financial assistance to low-income families by 10 percent, with the following established:
(a) Minimum old-age pension – 918,000 UZS per month;
(b) Minimum disability pension – 1,012,000 UZS per month;
(c) Monthly child benefits for low-income families:
(i) 360,000 UZS for one child under 3 years of age; 275,000 UZS for one child aged 3 to 18 years;
(ii) 165,000 UZS additional benefit for the second child in a family;
(iii) 110,000 UZS for the third and each subsequent child in a family;
(d) Monthly financial assistance for low-income families – 420,000 UZS;
(e) Other pensions and allowances paid to citizens, as specified in the annex.
2. Effective from August 1, 2025, increase the wages of employees of budgetary organizations and scholarships by 10 percent.
II. Establishment of Base Amounts
3. Establish the following:
(a) Effective from July 1, 2025, the base amount for calculating pensions – 471,000 UZS per month;
(b) Effective from August 1, 2025:
(i) Minimum wage – 1,271,000 UZS per month;
(ii) Base calculation amount – 412,000 UZS.
III. Financial Resources
- Expenses associated with the increase in wages for employees of budgetary organizations, pensions, scholarships, and allowances shall be covered by the funds of the State Budget of the Republic of Uzbekistan and the off-budget Pension Fund under the Ministry of Economy and Finance.
IV. Organization, Implementation, and Oversight of the Decree
- Recommend that employers increase wages in accordance with the minimum wage, ensuring that wages are paid at a level not lower than the minimum wage established by legislative acts.
- The Ministry of Economy and Finance, in collaboration with the National Agency for Social Protection, the National Information Agency of Uzbekistan, the National Television and Radio Company of Uzbekistan, and the Agency for Information and Mass Communications, shall organize efforts to widely publicize the goals, objectives, and expected outcomes of this Decree through mass media, the Internet, and social networks.
- Assign personal responsibility for ensuring the implementation of this Decree to Deputy Prime Minister D.A. Kuchkarov.
- Entrust the discussion of the progress of this Decree’s implementation, as well as the coordination and oversight of the activities of organizations responsible for its execution, to Prime Minister of the Republic of Uzbekistan A.N. Aripov.
