Key Indicators of the Services Sector in Uzbekistan for January–February 2025

I. Dynamics of the Main Indicators of the Services Sector

According to preliminary data, taking into account the results of statistical surveys assessing the informal and shadow economy, the volume of market services rendered in January–February 2025 reached 136,046.1 billion UZS. Compared to the same period in 2024, the growth rate was 112.2%, and the volume increased by 26,451.9 billion UZS.

Reference: In January–February 2024, the volume of services amounted to 109,594.2 billion UZS, with a growth rate of 116.7%.

Compared to January–February 2024 (3,009.8 thousand UZS), the volume of market services per capita in January–February 2025 increased by 650.2 thousand UZS, or 10.0%, reaching 3,660.0 thousand UZS.

During the reporting period of 2025, the volume of market services provided by small business entities amounted to 74,876.2 billion UZS, or 55.0% of the total volume of market services, including 34.1% accounted for by small enterprises and microfirms.


II. Development of the Services Sector by Region

The high share of the city of Tashkent (38.0%) is attributed to its capital status – it is the largest city in Uzbekistan. The concentration of government institutions, international organizations, banks, and large companies, as well as a high population density, drive demand for transport, trade, education, healthcare, entertainment, and other services. The city features a developed transportation network, shopping centers, business centers, and other infrastructure supporting the growth of the services sector.

III. Key Indicators of the Development of the Services Sector by Type of Economic Activity

To increase the share of the services sector in the national economy and to further support entrepreneurship in this area, the Presidential Decree of the Republic of Uzbekistan No. PP-78 dated February 27, 2025 “On Additional Measures to Create Favorable Conditions for the Sustainable Development of the Services Sector” set target parameters for the development of the services sector and outlined mechanisms for monitoring.

The main drivers of growth in the total volume of market services were:

  • Financial services: +14.6% (contribution to overall growth: +2.6 percentage points)

  • Transport services: +12.9% (+2.5 p.p.)

  • Accommodation and food services: +11.0% (+2.1 p.p.)

  • Trade services: +9.4% (+1.6 p.p.)

  • Communication and IT services: +23.1% (+1.6 p.p.)

  • Real estate-related services: +10.7% (+0.3 p.p.)

In January–February 2025, the structure of market services by type was as follows:

  • Transport – 20.0%

  • Accommodation and food – 18.9%

  • Financial services – 17.2%

  • Trade – 16.1%

  • Communication and IT – 8.1%

  • Education – 3.5%

For comparison, in January–February 2024:

  • Transport – 19.7%

  • Accommodation and food – 18.9%

  • Financial services – 18.0%

  • Trade – 17.3%

  • Communication and IT – 7.0%

  • Education – 3.6%

The growth of communication and IT services was influenced by increased demand for computer programming services. In the reporting period of 2025, this category accounted for 44.1% of total communication and IT services, with a year-on-year growth of 34.3%.

In the financial services segment, insurance services demonstrated significant growth: +302.9 billion UZS, or +28.2% compared to the same period in 2024.

Within the transport sector, high growth rates were recorded in:

  • Air transport services – 119.1%

  • Warehousing and support services – 130.4%

  • Postal and courier services – 157.1%

The growth in air transport services is linked to the development of international and domestic tourism, increased flight frequency, and the introduction of visa-free regimes with many countries.

The expansion of e-commerce (e.g., OZON, Wildberries, AliExpress, local marketplaces), the emergence of private players such as Express24, MyTaxi Delivery, Yandex Go, Uzum Tezkor, and improvements in logistics infrastructure have driven demand for postal and courier services.

The modernization of airports has increased throughput capacity and improved passenger service quality, thus contributing to the development of warehousing and support transport services.

The development of accommodation and food services in Uzbekistan shows noticeable growth, driven by increased tourism, expanding business relations, and infrastructure improvements. A key driver is the rise in food and beverage services, which account for 95.7% of the accommodation and food services segment. In January–February 2025, this category recorded a growth rate of 111.2%.
