The Ministry of Investments and Foreign Trade held a press conference on the implementation of the “Development Strategy of New Uzbekistan for 2022-2026”.
The Ministry of Investment and Foreign Trade of the Republic of Uzbekistan organized a press conference to inform the public about the implementation in the first quarter of 2022 of certain points of the “Development Strategy of New Uzbekistan for 2022-2026” and the current State Program in the “Year of ensuring Human Interests and development of the Mahalla“.
The dialogue was attended by heads and specialists of responsible departments of the Ministry, representatives of the mass media.
It was noted that 2017-2021 is an important period for our country. 5 years of intensive development, global initiatives, solving acute social issues – and all this, aligning with the best experience, applying best practices, developing industries and striving to raise the standard of living. These important priorities are also taken as a guideline at the second stage of the reforms – in January 2022, a completely new policy document was adopted. “The Development Strategy of New Uzbekistan for 2022-2026”, which is based on completely different trends. The priority is scale and efficiency, approaches taking into account global trends, taking into account the main priority – human interests and dignity.
All these guidelines are already receiving impulses for implementation in the “Year of Ensuring Human Interests and Development of the Mahalla“.
In particular, the Ministry of Investments and Foreign Trade is entrusted with the implementation of 42 points and sub-points of the State Program, including the development of 16 draft regulations, 3 protocol decisions of the Government Commission, the 1st comprehensive Action Plan, the practical implementation of 22 comprehensive large-scale events and initiatives.
According to the results of the first quarter of this year, the Ministry of Investments and Foreign Trade fully implemented 8 points of the Program. In particular, on the basis of one of the points, within the framework of the 22nd goal of the Program, which includes, among other things, an increase in the volume of production of pharmaceutical products, a draft resolution was developed that establishes the creation of a biotechnological cluster on the basis of the innovative research and production pharmaceutical cluster “Tashkent Pharma Park“.
In addition, a draft Resolution of the Cabinet of Ministers has been developed, which defines measures to widely attract budgetary and corporate customers to participate in intersectoral industrial fairs. All this was reflected in the Resolution adopted by the Cabinet of Ministers “On measures to organize and hold regional and republican intersectoral industrial fairs in 2022” (03/26/2022). The purpose of the document is to organize and conduct the Republican Industrial, as well as regional intersectoral industrial fairs at the highest level.
Along with this, within the framework of the 23rd goal of the Strategy, which consolidates a radical increase in the volume of geological exploration, a wide involvement of private investors and leading foreign companies in the field, the Ministry conducted an analysis of the state of exploration and mining operations at existing hydrocarbon fields, deposits and structures in country, including facilities assigned to “Uzbekneftegaz“. Based on the results, a list of geological objects to be offered to investors was compiled, information on the implementation of relevant practical measures was submitted to the Cabinet of Ministers.
The program document also establishes as a guideline the further improvement and increase in the attractiveness of the investment climate in the country, the adoption of measures to attract investments in the amount of $120 billion, including $70 billion of foreign investment, in the next five years. In the spectrum of the implementation of these priorities, with the assistance of the Ministry, protocol No. 7 of the Government Commission was approved for organizing the activities of project teams working in the system “district (city) – region – republic” for the implementation and monitoring of investment projects, export promotion with an in-depth analysis of the economic potential of the regions.
In the context of attracting extra capital, one cannot fail to mention the First Tashkent International Investment Forum held on March 24-26 this year. More than 2,000 people took part in it, including major investors and high-ranking guests from 56 countries of the world. As a result of the forum, a package of specific investment agreements worth $7.8 billion was signed. Preliminary agreements have been reached on the implementation of projects worth $3.5 billion.
A further increase in the export potential of the republic is enshrined in the 28th goal of the Development Strategy. The government commission in the context of each industry approved action plans to achieve target indicators. Recall that the volume of exports of the republic in 2026 is planned to be increased to 30 billion dollars – by expanding the supply of competitive locally produced products abroad and the widespread use of unused reserves.
In accordance with the 36th goal of the document, as well as paragraph 197.4 of the Program, within the framework of the Uzbek-Russian “Agroexpress” project, a “green corridor” was created and discounts of up to 65% were established on railway transport tariffs.
At the end of the press conference, a series of questions and answers took place, during which the journalists received the information they were interested in. It was noted that the Ministry of Investments and Foreign Trade will continue comprehensive work aimed at the timely and high-quality implementation of the Goals of the Development Strategy of New Uzbekistan and the points of the State Program for its implementation in 2022.
