Agency transfer is the process by which the real capacity to make decisions gradually moves from people to an AI system. Not through a single order. Through a sequence of small delegations, each of which seemed reasonable at the time. The process is invisible from the inside — until a crisis makes it visible.

When a regulator demands explanations — or the system fails — the organisation discovers that the ability to decide without the system has atrophied. Not transferred by contract. Lost by habit.

This is structurally different from ordinary outsourcing. And structurally harder to reverse.
