Approved Massive Program for the Development of Social and Production Infrastructure for 2026–2028

On December 27, 2025, President of the Republic of Uzbekistan Shavkat Mirziyoyev signed Decree No. PP-393 “On measures for the development of social and production infrastructure of the Republic of Uzbekistan in 2026–2028.” The document, which includes the main text and extensive annexes, defines the country’s infrastructure development strategy for the next three years, based on the principles of a “green” economy and strict financial discipline.

 

1. Financial Priorities: Where are Investments Being Directed?

In order to radically strengthen social infrastructure, the document provides for the allocation of large financial resources to specific areas:

  • Social Protection and Social Sphere Objects: 2 trillion soums will be allocated from the State Social Protection Fund. These funds are directed towards creating additional capacities in social sphere facilities and strengthening their material and technical base.

  • Vocational Education: 150 billion soums is targeted for the construction and reconstruction of advanced vocational training colleges (technicums), which will allow the introduction of modern training standards.

  • School Education: The volume of funds allocated for equipping comprehensive schools is increased by 1.6 times. This will provide educational institutions with modern laboratories and inventory.

  • Tourism: To realize the tourism potential of the regions, funding for the construction of necessary infrastructure is increased by 1.7 times, reaching 700 billion soums.

  • Public Utilities: 70 billion soums are directed towards increasing the energy efficiency of heat supply facilities (modernization of boiler houses, heating networks).

  • Road Safety: In order to ensure pedestrian safety on highways, 100 billion soums are allocated for the construction of underground pedestrian crossings.

2. Tightening Budget Discipline and Project Management

The decree introduces new, stricter rules for managing public investments designed to eliminate chaotic spending:

  • Centralization of Projects (from January 1, 2026): Construction and repair projects financed by extra-budgetary funds of budgetary organizations, with a value exceeding six times the basic calculation amount (BCA), will be implemented exclusively within the framework of the Social and Production Infrastructure Development Program. The implementation of such projects outside the Program is prohibited.

  • Ban on Fragmentation: It is categorically prohibited to split projects into parts for their artificial separation and staged financing. This is a measure against evading tender procedures and simplified document processing.

3. Strict Deadlines for Commissioning Objects and Utilizing Funds (2026)

To ensure the timeliness of work, clear deadlines (“strict execution terms”) have been established:

  • Financial Schedule: At least 40% of capital investments planned for 2026 must be utilized in the first half of the year. This will prevent the habitual practice of rushed spending at the end of the year.

  • Commissioning Schedule:

    • Education system facilities: must be commissioned strictly by September 1 (by the beginning of the school year).

    • Heat supply facilities: by October 1 (by the beginning of the heating season).

    • Other social and production facilities: by December 1.

4. “Green” Economy and Construction Standards

The document consolidates a broad transition to sustainable development principles:

  • In design and construction, priority is given to energy-saving materials and technologies.

  • The introduction of renewable energy sources is becoming the norm for infrastructure facilities.

  • It is prohibited to conduct an examination of project documentation if it does not include measures to reduce negative environmental impact.

5. Monitoring System and Ban on Interference

A systemic, multi-level monitoring of the Program’s execution will be established:

  • Monthly: information on the progress of work is submitted to the Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers.

  • Quarterly: reports are sent to the chambers of the Oliy Majlis.

A special clause of the decree concerns the transparency of processes: any illegal interference in the processes of construction, tendering, and acceptance of objects is strictly prohibited. This measure is aimed at eradicating corruption and lobbying for the interests of unscrupulous contractors.

Conclusion

Decree No. PP-393 is not just a construction plan, but a comprehensive document aimed at ensuring the targeted and effective use of funds. Its implementation will create a comfortable and safe environment for the population, strengthen the social sphere, and introduce the principles of a “green” economy on a national scale.
