Consumer Price Index: the annual inflation rate decreased to 7.5% in November 2025

The National Statistics Committee of the Republic of Uzbekistan presented data on the consumer price index for November 2025. Inflationary processes in the republic demonstrate a steady slowing trend: the annual inflation rate decreased to 7.5% compared to 8.0% a month earlier.

In November 2025, the consolidated consumer price index (CPI) amounted to 100.7% for the month. Since the beginning of the year, prices have increased by 6.4% (compared to December 2024). In annual terms (November 2025 vs. November 2024), inflation was 7.5%. For comparison, in November 2024, the monthly increase was 0.9%, and annual inflation reached 11.0%. Thus, a significant decrease in the price growth rate is observed.

The average monthly growth of the consolidated CPI for January-November 2025 was 0.6%, which is lower than the figure for the same period last year (0.8%). Without taking into account seasonal changes in prices for fruit and vegetable products, the short-term consolidated CPI for the month was 100.3%.

Food Inflation: Seasonal Factor

In November 2025, food products increased in price by an average of 1.0% for the month. Since the beginning of the year, price growth in this group amounted to 4.0%, and in annual terms – 5.9%.

The greatest impact on monthly inflation was caused by the increase in prices for fruit and vegetable products due to the seasonal factor. Cucumbers increased in price by 96.0%, tomatoes by 82.2%, bell peppers by 61.2%, and eggplants by 51.7%. At the same time, price decreases were recorded for carrots (-26.1%), lemons (-3.1%), onions (-2.5%), and cabbage (-1.7%).

Among other food products, price increases were noted for eggs (+2.4%), milk (+0.8%), vegetable oils (+0.5%), flour (+0.5%), lamb (+0.8%), and beef (+0.3–0.5%). Despite the stability of imported beef prices, the average cost of meat in the domestic market increased by 1,000–1,500 soums per kilogram.

Meanwhile, prices decreased for rice (-4.5%), sugar (-2.7%), and poultry meat (-1.2%).

Non-Food Products and Services

The price index for non-food products in November was 100.5% for the month. In annual terms, price growth in this group slowed to 5.3% (against 8.3% in November 2024).

In this group of goods, price increases were observed for seasonal clothing (coats, jackets) and footwear. Housing repair materials (+0.8%) and medicines (+0.2%) also increased in price.

Gasoline prices rose by 1.7% for the month, and by 9.2% since the beginning of the year. The cost of propane increased by 7.4%, reaching the upper limit of 7,600 soums per liter. Methane prices decreased slightly (-0.2%).

Tariffs for services to the population increased by 0.3% for the month. In annual terms, growth amounted to 13.9%. The main contribution was made by the increase in tariffs for heating (+7.3%) and hot water supply (+9.0%) in certain regions.

In the transport sector, price decreases were recorded for air travel (-1.1%) and long-distance train fares (-0.2%). At the same time, courier services (+1.3%) and food delivery (+0.5%) became more expensive. In the education sector, prices for tutoring services (+0.5%) and language courses (+0.6%) increased.

Contribution to General Inflation

According to the results of 11 months of 2025, the main contribution to the increase in the consolidated price index (about 84.6%) was made by changes in tariffs for housing and communal services, price increases for food, transport services, household goods, and healthcare.
